Notwithstanding any general or special law to the contrary, the Massachusetts Department of Transportation shall amend the project guidelines relating to road building equipment classifications for chapter 90 work, by reducing the minimum weight requirement for trucks, from 27 thousand pounds to 16 thousand pounds.
