SECTION 1. (a) The executive office of energy and environmental affairs shall be directed to develop the following group purchasing discount programs modeled after the Solarize program, wherein the price decreases as the number of participants increases: (1) A Solarize II program to provide group purchasing discounts for homeowners who buy solar photovoltaic (PV). (2) A Heat Pump Mass program to provide group purchasing discounts for homeowners who buy and use heat pumps. (3) An Insulate Mass program to provide group purchasing discounts for insulation for homes and businesses, including but not limited to expanding foam insulation.
