Chapter 6 of the General Laws is hereby amended by adding the following section:- Section 219. Notwithstanding any general or special law to the contrary, a state agency shall disclose to a state legislator or an authorized staff person of a state legislator, who is reaching out to the agency on behalf of a constituent, personal information about the constituent to the extent necessary for the state legislator or authorized staff person to provide assistance on the behalf of the constituent; provided, however, that the state agency shall not require an authorization for release of information from the constituent or state legislator unless otherwise required by federal law.
