Chapter 149 of the General Laws, as appearing in the 2022 Official Edition, is hereby amended by adding the following section:- Section 204. An exclusive contract to which the commonwealth, a county or a municipality is a party shall contain a 30 per cent minority participation goal for sub-contractors hired by the exclusive contract to provide services. The commissioner shall promulgate regulations for minority participation goals established under this section.
