SECTION 1. The executive office of the trial court shall conduct a study on all of the courts located in Barnstable county, Nantucket county and the county of Dukes County, which shall include: (i) in consultation with the division of capital asset management and maintenance, the status of all buildings, including general upkeep and their compliance with the federal Americans with Disabilities Act and the Massachusetts victims’ bill of rights, established pursuant to section 3 of chapter 258B of the General Laws; and (ii) staffing levels of all departments, including clerks offices, facilities, court officers, interpreter services, support staff and judges, taking into consideration caseloads in comparison to courts located elsewhere in the commonwealth. SECTION 2. Not later than 1 year following the passage of this act, the executive office of the trial court shall submit a report to the clerks of the house of representatives and the senate and the joint committee on the judiciary, with the results of the study conducted pursuant to section 1 together with recommendations for any necessary changes.
