Create a new section of KRS 367.934 to 367.974 to allow an agent that guarantees a price for all merchandise and services to be provided under a preneed burial contract to collect an administrative fee not to exceed 15% of the total amount of payments to be paid under the contract; prohibit the administrative fee from being paid more than once; prohibit the administrative fee from being paid until all installments have been paid; amend KRS 367.934 to conform; amend KRS 367.936 to exempt an admin
