House File 931 - Introduced HOUSE FILE 931 BY ZABNER A BILL FOR An Act concerning card game tournaments conducted by qualified 1 organizations representing veterans. 2 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 3 TLSB 2699YH (2) 91 ll/ns H.F. 931 Section 1. Section 99B.27, subsection 2, paragraph f, Code 1 2025, is amended by striking the paragraph. 2 EXPLANATION 3 The inclusion of this explanation does not constitute agreement with 4 the explanation’s substance by the members of the general assembly. 5 This bill removes the requirement that in order for a 6 qualified veterans organization to conduct a card game 7 tournament, every participant must be given the same chance of 8 winning the tournament and the organization must not allow any 9 second chance entries or multiple entries in the tournament. A 10 qualified organization representing veterans is a post, branch, 11 or chapter of a national association of veterans of the armed 12 forces of the United States which is a federally chartered 13 corporation, dedicates the net receipts of a game of skill, 14 game of chance, or raffle as provided in Code section 99B.14, 15 and is exempt from federal income taxation. 16 -1- LSB 2699YH (2) 91 ll/ns 1/ 1
