House File 2216 - Introduced HOUSE FILE 2216 BY COMMITTEE ON JUDICIARY (SUCCESSOR TO HF 2015) A BILL FOR An Act relating to restitution for the torture, injury, or 1 killing of a police service dog, and modifying penalties. 2 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 3 TLSB 5682HV (1) 91 as/js H.F. 2216 Section 1. Section 717B.9, Code 2026, is amended by adding 1 the following new subsection: 2 NEW SUBSECTION . 2A. In addition to any other penalty, 3 a person convicted of a violation of subsection 2 shall be 4 ordered by the court to pay restitution to the law enforcement 5 agency for the replacement cost, training, and related expenses 6 incurred for a police service dog that is permanently disabled 7 or killed. 8 EXPLANATION 9 The inclusion of this explanation does not constitute agreement with 10 the explanation’s substance by the members of the general assembly. 11 This bill relates to restitution for the torture, injury, or 12 killing of a police service dog. 13 The bill provides that in addition to any other penalty, 14 a person convicted of knowingly and willfully or maliciously 15 torturing, injuring, or killing a police service dog shall be 16 ordered by the court to pay restitution to the law enforcement 17 agency for the replacement cost, training, and related expenses 18 incurred. 19 -1- LSB 5682HV (1) 91 as/js 1/ 1
