House File 2035 - Introduced HOUSE FILE 2035 BY BARKER A BILL FOR An Act increasing the reimbursement rates child care providers 1 receive through the state child care assistance program. 2 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 3 TLSB 5803YH (2) 91 dg/ko H.F. 2035 Section 1. DEPARTMENT OF HEALTH AND HUMAN SERVICES —— CHILD 1 CARE PROVIDER REIMBURSEMENT RATES. The department of health 2 and human services shall amend the department’s rules pursuant 3 to chapter 17A to set half-day reimbursement rates for child 4 care providers reimbursed under the state child care assistance 5 program to the eighty-fifth percentile of the 2024 market rate 6 survey conducted by the department to analyze and evaluate the 7 market rate of child care services throughout the state. 8 EXPLANATION 9 The inclusion of this explanation does not constitute agreement with 10 the explanation’s substance by the members of the general assembly. 11 This bill requires the department of health and human 12 services (HHS) to set half-day reimbursement rates for child 13 care providers participating in the state child care assistance 14 program to the 85th percentile of the 2024 market rate survey 15 conducted by HHS to analyze and evaluate the market rate of 16 child care services throughout the state. 17 -1- LSB 5803YH (2) 91 dg/ko 1/ 1
