House File 180 - Introduced HOUSE FILE 180 BY COMMITTEE ON PUBLIC SAFETY (SUCCESSOR TO HSB 22) A BILL FOR An Act relating to the criminal offense of grooming and the sex 1 offender registry, and making penalties applicable. 2 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 3 TLSB 1441HV (1) 91 as/js H.F. 180 Section 1. Section 692A.102, subsection 1, paragraph a, 1 Code 2025, is amended by adding the following new subparagraph: 2 NEW SUBPARAGRAPH . (05) Grooming in violation of section 3 709.8A. 4 EXPLANATION 5 The inclusion of this explanation does not constitute agreement with 6 the explanation’s substance by the members of the general assembly. 7 This bill relates to the criminal offense of grooming and the 8 sex offender registry. 9 The bill provides that a person convicted of the criminal 10 offense of grooming under Code section 709.8A is required to 11 register as a tier I sex offender. Grooming is a class “D” 12 felony. 13 In addition to any other punishment provided by law, a 14 person convicted of grooming is sentenced to a special sentence 15 committing the person to custody of the director of the 16 Iowa department of corrections for a period of 10 years with 17 eligibility for parole; and must register as a sex offender for 18 a period of 10 years upon placement on probation, parole or 19 work release, or release from incarceration. 20 -1- LSB 1441HV (1) 91 as/js 1/ 1
