An act relating to school facilities, and making an appropriation therefor. LEGISLATIVE COUNSEL'S DIGEST Existing law establishes a system of public elementary and secondary schools in this state, and authorizes local educational agencies throughout the state to operate schools and provide instruction to pupils in kindergarten and grades 1 to 12, inclusive. This bill would appropriate $21,500,000 from the General Fund to the Paradise Unified School District for the purpose of completing construction of schools damaged by the Camp Fire of 2018. This bill would make legislative findings and declarations as to the necessity of a special statute for the Paradise Unified School District. Funds appropriated by this bill would be applied toward the minimum funding requirements for school districts and community college districts imposed by Section 8 of Article XVI of the California Constitution. The people of the State of California do enact as follows: SECTION 1. The sum of twenty-one million five hundred thousand dollars ($21,500,000) is hereby appropriated from the General Fund to the Paradise Unified School District for the purpose of completing construction of schools damaged by the Camp Fire of 2018. SEC. 2. The Legislature finds and declares that a special statute is necessary and that a general statute cannot be made applicable within the meaning of Section 16 of Article IV of the California Constitution because of the unique circumstances concerning the recovery of the City of Paradise from the devastating Camp Fire and its impact on the Paradise Unified School District.
