9        AN ACT TO MAKE AN APPROPRIATION FOR EXPENSES OF THE

10       GOVERNOR'S LEGISLATIVE LIAISONS DURING THE NINETY-

11       FIFTH SESSION OF THE ARKANSAS GENERAL ASSEMBLY FOR

12       THE OFFICE OF THE GOVERNOR FOR THE FISCAL YEAR ENDING

13       JUNE 30, 2025; AND FOR OTHER PURPOSES.

17                       AN ACT FOR THE OFFICE OF THE GOVERNOR -

18                       LEGISLATIVE LIAISONS APPROPRIATION FOR

19                       THE 2024-2025 FISCAL YEAR.

21 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

22

23       SECTION 1. APPROPRIATION - LEGISLATIVE ASSISTANCE. There is hereby

24 appropriated, to the Office of the Governor, to be payable from the

25 Constitutional Officers Fund, for operating expenses of the Office of the

26 Governor for the fiscal year ending June 30, 2025, the following:

32       SECTION 2. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS

33 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. LIAISONS

34 AUTHORIZED. The Governor is hereby authorized to employ one (1) Lead

35 Legislative Liaison who shall serve without pay but shall be entitled to per

36 diem of up to two hundred and fifty dollars ($250) for each day the General

1 Assembly is in Regular Session and nine (9) Legislative Liaisons who shall

2 serve without pay but shall each be entitled to per diem of up to two hundred

3 dollars ($200) for each day the General Assembly is in Regular Session.

4 After receiving approval of the Governor, the Department of Transformation

5 and Shared Services is hereby authorized to process payments to said Liaisons

6 from funds authorized by this Act.

8   SECTION 3. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS

9 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. PAYMENT OF

10 PER DIEM. Per Diem as authorized in Section 2 - Liaisons Authorized of this

11 Act shall be in effect from and after January 13, 2025.

13  SECTION 4. COMPLIANCE WITH OTHER LAWS. Disbursement of funds

14 authorized by this act shall be limited to the appropriation for such agency

15 and funds made available by law for the support of such appropriations; and

16 the restrictions of the State Procurement Law, the General Accounting and

17 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary

18 Procedures and Restrictions Act, or their successors, and other fiscal

19 control laws of this State, where applicable, and regulations promulgated by

20 the Department of Finance and Administration, as authorized by law, shall be

21 strictly complied with in disbursement of said funds.

23  SECTION 5. LEGISLATIVE INTENT. It is the intent of the General

24 Assembly that any funds disbursed under the authority of the appropriations

25 contained in this act shall be in compliance with the stated reasons for

26 which this act was adopted, as evidenced by the Agency Requests, Executive

27 Recommendations and Legislative Recommendations contained in the budget

28 manuals prepared by the Department of Finance and Administration, letters, or

29 summarized oral testimony in the official minutes of the Arkansas Legislative

30 Council or Joint Budget Committee which relate to its passage and adoption.

32  SECTION 6. EMERGENCY CLAUSE. It is found and determined by the General

33 Assembly, that the Constitution of the State of Arkansas prohibits the

34 appropriation of funds for more than a one (1) year period; that the

35 effectiveness of this Act on the date of its passage and approval is

36 essential to the operation of the agency for which the appropriations in this

 1 Act are provided, and that in the event of an extension of the Regular
 2 Session, the delay in the effective date of this Act beyond the date of its
 3 passage and approval could work irreparable harm upon the proper
 4 administration and provision of essential governmental programs. Therefore,
 5 an emergency is hereby declared to exist and this Act being necessary for the
 6 immediate preservation of the public peace, health and safety shall be in
 7 full force and effect from and after the date of its passage and approval. If
 8 the bill is neither approved nor vetoed by the Governor, it shall become
 9 effective on the expiration of the period of time during which the Governor
10 may veto the bill. If the bill is vetoed by the Governor and the veto is
11 overridden, it shall become effective on the date the last chamber overrides
12 the veto.
