8                        For An Act To Be Entitled

9               AN ACT TO PROVIDE FOR FUNDING FOR THE EXPANSION,

10              IMPROVEMENT, OR CONSTRUCTION OF STATE AND COUNTY

11              CORRECTIONAL FACILITIES; TO ADDRESS PRISON

12              OVERCROWDING; AND FOR OTHER PURPOSES.

16                       PROVIDE FOR FUNDING FOR THE EXPANSION,

17                       IMPROVEMENT, OR CONSTRUCTION OF STATE

18                       AND COUNTY CORRECTIONAL FACILITIES; AND

19                       TO ADDRESS PRISON OVERCROWDING.

21 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

22

23  SECTION 1. DO NOT CODIFY. Temporary Language.

24  The Chief Fiscal Officer of the State shall transfer on his or her

25 books and those of the Treasurer of State and the Auditor of State the sum of

26 two hundred fifty million dollars ($250,000,000) from the General Revenue

27 Allotment Reserve Fund to a cash fund as determined by the Chief Fiscal

28 Officer of the State for the Department of Corrections to provide funds to be

29 used for:

30              (1) Construction and expansion of new and existing correctional

31 facilities;

32              (2) Construction and expansion of a new or existing correctional

33 facility designated as a mental health facility; and

34              (3) Grants to counties for:

35                       (A) Construction-related costs for county jail

36 improvements, county jail expansion, and new county jail construction-related

 1 expenses; and  (B) Payment of the principal on a county jail.
