10           PREPRINTED PAPER BUYER'S TAGS; TO ALLOW FOR THE

11           ISSUANCE OF AN ADDITIONAL TEMPORARY PREPRINTED PAPER

12           BUYER'S TAG IN CERTAIN CIRCUMSTANCES; TO CREATE A

13           PENALTY FOR THE USE OF AN EXPIRED TEMPORARY

14           PREPRINTED PAPER BUYER'S TAG; AND FOR OTHER PURPOSES.

20                       BUYER'S TAG IN CERTAIN CIRCUMSTANCES;

21                       AND TO CREATE A PENALTY FOR THE USE OF

22                       AN EXPIRED TEMPORARY PREPRINTED PAPER

23                       BUYER'S TAG.

25 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

27  SECTION 1. Arkansas Code � 27-14-1705(b), concerning the validity of a

28 temporary preprinted paper buyer's tag and sticker issued to the purchaser of

29 a motor vehicle, is amended to add an additional subdivision to read as

30 follows:

31           (3)(A) A person who has obtained a preprinted paper buyer's tag

32 and sticker under subsection (a) or subdivision (b)(2) of this section may

33 apply to the Office of Motor Vehicle for one (1) additional temporary

34 preprinted paper buyer's tag and sticker if the person:

35                             (i) Pays the fee for a temporary preprinted paper

36 buyer's tag and sticker under subdivision (f)(1)(A) of this section;

1                           (ii) Provides proof to the Office of Motor Vehicle

2 that the person has:

3                           (a) Assessed the motor vehicle for which the

4 temporary preprinted paper buyer's tag and sticker was issued; and

5                           (b) Paid any personal property taxes due on

6 the motor vehicle for which the temporary preprinted paper buyer's tag and

7 sticker was issued;

8                           (iii) Applies for the additional temporary

9 preprinted paper buyer's tag and sticker allowed under this subdivision

10 (b)(3)(A) before the expiration of the temporary preprinted paper buyer's tag

11 and sticker issued under subsection (a) or subdivision (b)(2) of this

12 section; and

13                          (iv) Has not received a permanent license plate

14 issued for the motor vehicle at the time of application.

15                   (B) An additional temporary preprinted paper buyer's tag

16 and sticker issued under subdivision (b)(3)(A) of this section shall expire

17 thirty (30) calendar days from the date that the additional temporary

18 preprinted paper buyer's tag and sticker was issued.

20  SECTION 2. Arkansas Code � 27-14-1705(i), concerning penalties for the

21 misuse of a temporary preprinted paper buyer's tag and sticker issued to the

22 purchaser of a motor vehicle, is amended to add an additional subdivision to

23 read as follows:

24  (4) A buyer who pleads guilty or nolo contendere to or is found

25 guilty of continuing to display a temporary preprinted buyer's tag and

26 sticker after the expiration date of the temporary preprinted buyer's tag and

27 sticker shall be fined:

28                   (A) One hundred dollars ($100) for the first offense; and

29                   (B) Two hundred fifty dollars ($250) for the second and

30 subsequent offenses.
