17                       TO PROHIBIT A PUBLIC SCHOOL DISTRICT AND

18                       AN EDUCATIONAL SERVICE COOPERATIVE FROM

19                       REQUIRING OR TAKING CERTAIN ACTIONS

20                       RELATED TO EMPLOYEE ORGANIZATIONS AND

21                       PROFESSIONAL ASSOCIATIONS.

23 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

24

25       SECTION 1. Arkansas Code Title 6, Chapter 13, Subchapter 1, is amended

26 to add an additional section to read as follows:

27       6-13-114. Employee organization and professional association -- Certain

28 restrictions required.

29       A public school district and an educational service cooperative shall

30 not:

31       (1) Require or coerce an individual employed by the public

32 school district or educational service cooperative to meet, communicate,

33 listen to, or otherwise interact with an employee organization or a

34 professional association;

35       (2) Distribute membership solicitations on behalf of an employee

36 organization or a professional association; or

1   (3) Permit an employee organization, a professional association,

2 or a corporation or foreign corporation access to or use of the public school

3 district's or educational service cooperative's meetings, events, facilities,

4 communication systems, computer systems, equipment, supplies, or other

5 resources on terms more favorable than those terms extended to any other

6 employee organization, professional association, or corporation or foreign

7 corporation that requests access to or use of the public school district's or

8 educational service cooperative's meetings, events, facilities, communication

9 systems, computer systems, equipment, supplies, or other resources.
