22 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

24 SECTION 1. Arkansas Code Title 20, Chapter 77, Subchapter 1, is
25 amended to add an additional section to read as follows:
26 20-77-154. Dental services reimbursement -- Adult with special needs
27 dental services cap.
28 (a)(1) The Arkansas Medicaid Program shall increase reimbursement
29 rates for:
30 (A) Oral and maxillofacial surgeons' dental services,
31 including anesthesia;
32 (B) Pediatric dental services, including anesthesia; and
33 (C) Dental services for adults with special needs.
34 (2) Beginning on September 1, 2025, the reimbursement rates
35 under subdivision (a)(1) of this section shall be set to sixty percent (60%)
36 of the fiftieth percentile for national fees as determined by the annual

1 National Dental Advisory Service Comprehensive Fee Report adjusted for the
2 state.
3 (b) Beginning on September 1, 2025, the program shall increase the
4 annual reimbursement cap for dental services for adults with special needs
5 from five hundred dollars ($500) to one thousand dollars ($1,000).
6 (c) The Department of Human Services shall apply for any federal
7 waiver, Medicaid state plan amendment, or other authorization necessary to
8 implement this section.
