14              AN ACT TO AMEND THE LAW REGARDING HIGHER EDUCATION;

15              TO PROHIBIT AN INSTITUTION OF HIGHER EDUCATION FROM

16              PARTICIPATING IN CERTAIN ACTIVITIES WITH A PROHIBITED

17              FOREIGN PARTY; AND FOR OTHER PURPOSES.

23                        ACTIVITIES WITH A PROHIBITED FOREIGN

26 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

28  SECTION 1. Arkansas Code Title 6, Chapter 60, Subchapter 1, is amended

29 to add an additional section to read as follows:

30  6-60-123. Prohibition on activities with prohibited foreign party --

31 Definition.

32  (a) As used in this section, "prohibited foreign party" means the same

33 as defined in � 18-11-802.

34  (b) An institution of higher education shall not participate in the

35 following activities with a prohibited foreign party:

36              (1) Conduct classified research;

 1         (2) Conduct agricultural research under a contract;
 2         (3) Sell agricultural products, including without limitation

 3 seeds;  (4) Engage in the production of agricultural products; or
           (5) Enter into a nondisclosure agreement.
