9   AN ACT TO MAKE AN APPROPRIATION FOR EXPENSES FOR THE

10  ARKANSAS SENATE OF THE NINETY-FIFTH GENERAL ASSMEBLY

11  FOR THE FISCAL YEAR ENDING JUNE 30, 2025; AND FOR

12  OTHER PURPOSES.

16                       AN ACT FOR THE EXPENSES FOR THE ARKANSAS

17                       SENATE OF THE NINETY-FIFTH GENERAL

18                       ASSEMBLY APPROPRIATION FOR THE 2025

19                       FISCAL YEAR.

22 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

23

24  SECTION 1. APPROPRIATION SENATE EXPENSES. There is hereby

25 appropriated, to the Arkansas Senate, to be payable from the Constitutional

26 Officers Fund, for the fiscal year ending June 30, 2025, the following:

27  (A) for Mileage Allowances, Per diem, Maintenance and General

28 Operations and other expenses authorized by law, the sum of ........$675,000.

29  (B) for Salaries of Employees, in a sum not to exceed ........$650,000.

30  (C) for Employer Matching Funds, in a sum not to exceed .......$75,000.

32  SECTION 2. SPECIAL LANGUAGE. NOT TO BE INCORPORATED INTO THE ARKANSAS

33 CODE NOR PUBLISHED SEPARATELY AS SPECIAL, LOCAL AND TEMPORARY LAW. TRANSFER.

34 If the Senate Efficiency Committee and the Secretary of the Senate, subject

35 to approval by the Arkansas Senate, should determine that any item or portion

36 thereof appropriated herein for a specific purpose is not needed for such

1 purpose, the Secretary of the Senate may certify such fact to the State

2 Auditor and the State Auditor shall cause a transfer to be made from one item

3 to another.

5   SECTION 3. COMPLIANCE WITH OTHER LAWS. Disbursement of funds

6 authorized by this act shall be limited to the appropriation for such agency

7 and funds made available by law for the support of such appropriations; and

8 the restrictions of the State Procurement Law, the General Accounting and

9 Budgetary Procedures Law, the Revenue Stabilization Law, the Regular Salary

10 Procedures and Restrictions Act, or their successors, and other fiscal

11 control laws of this State, where applicable, and regulations promulgated by

12 the Department of Finance and Administration, as authorized by law, shall be

13 strictly complied with in disbursement of said funds.

15  SECTION 4. LEGISLATIVE INTENT. It is the intent of the General

16 Assembly that any funds disbursed under the authority of the appropriations

17 contained in this act shall be in compliance with the stated reasons for

18 which this act was adopted, as evidenced by the Agency Requests, Executive

19 Recommendations and Legislative Recommendations contained in the budget

20 manuals prepared by the Department of Finance and Administration, letters, or

21 summarized oral testimony in the official minutes of the Arkansas Legislative

22 Council or Joint Budget Committee which relate to its passage and adoption.

24  SECTION 5. EMERGENCY CLAUSE. It is found and determined by the

25 General Assembly that the Arkansas Senate of the 95th General Assembly

26 convenes in Regular Session on January 13, 2025; that expenses of the session

27 begin immediately; and that the expenses are a just expense of the state

28 which much be paid at the time services are provided. Therefore, an

29 emergency is hereby declared to exist and this Act being necessary for the

30 immediate preservation of the public peace, health and safety shall be in

31 full force and effect from and after the date of its passage and approval.

32 If the bill is neither approved nor vetoed by the Governor, it shall become

33 effective on the expiration of the period of time during which the Governor

34 may veto the bill. If the bill is vetoed by the Governor and the veto is

35 overridden, it shall become effective on the date the last house overrides

36 the veto.
