9            AN ACT TO AMEND THE LAW CONCERNING HIGHER EDUCATION;

10           AND FOR OTHER PURPOSES.

14                       TO AMEND THE LAW CONCERNING HIGHER

15                       EDUCATION.

17 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

19  SECTION 1. DO NOT CODIFY. Legislative intent.

20  It is the intent of the General Assembly to:

21           (1) Ensure that public funds allocated to a state-supported

22 institution of higher education are utilized efficiently and in alignment

23 with the objectives of the Arkansas ACCESS Act; and

24           (2) Reinforce the principles of the Arkansas ACCESS Act by

25 promoting fiscal responsibility and accountability in higher education

26 funding.

28  SECTION 2. The purpose of this act is to work with the Division of

29 Higher Education to study baccalaureate degrees in liberal arts at state-

30 supported institutions of higher education to obtain information on the

31 applicability of the higher education courses within the baccalaureate

32 degrees in liberal arts, the best use of public funds including the necessity

33 of the higher education courses to baccalaureate degrees in liberal arts and

34 the number of students taking the offered higher education courses at state-

35 supported institutions of higher education, and the impact of the

36 baccalaureate degrees in liberal arts on job placement and earnings for
