22 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

24 SECTION 1. Arkansas Code � 19-11-801(b), concerning the policy and
25 definitions related to the procurement of professional services, is amended
26 to read as follows:
27 (b) It is the policy of the State of Arkansas and its political
28 subdivisions that political subdivisions shall follow the procedures stated
29 in this section, except that competitive bidding shall not be used for the
30 procurement of legal, medical, emergency medical, ambulance, financial
31 advisory, architectural, engineering, construction management, and land
32 surveying professional consultant services.

34 SECTION 2. Arkansas Code � 19-11-802(c)(1), concerning the annual
35 statements of qualifications and performance data and restrictions on
36 competitive bidding in relation to the procurement of professional services,

1 is amended to read as follows:
2 (c)(1) The political subdivision shall not use competitive bidding for
