21 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

23 SECTION 1. DO NOT CODIFY. Title.
24 This act shall be known and may be cited as the "Arkansas Forward
25 Engagement Committee Act".
26
27 SECTION 2. DO NOT CODIFY. Legislative findings and intent.
28 (a) The General Assembly finds that:
29 (1) A comprehensive review of state spending and regulation is
30 necessary to:
31 (A) Identify and eliminate waste, fraud, and abuse;
32 (B) Improve operational efficiencies; and
33 (C) Optimize the use of public resources; and
34 (2) Outdated, duplicative, and unnecessary regulations can
35 impose undue burdens on businesses and individuals, hindering economic
36 development.

1 (b) The General Assembly intends for this act to:
2 (1) Promote governmental efficiency;
3 (2) Foster a regulatory environment that supports economic
4 growth and a more business-friendly climate within the State of Arkansas; and
5 (3) Establish a working group tasked with identifying
6 inefficiencies in government spending and reviewing regulatory policies that
7 unnecessarily restrict economic growth.

9 SECTION 3. DO NOT CODIFY. TEMPORARY LANGUAGE. Arkansas Forward
10 Engagement Committee working group.
11 (a) There is established the Arkansas Forward Engagement Committee
12 working group.
13 (b)(1) Except as provided in subdivision (b)(5)(B) of this section,
14 the working group shall be composed of the following members:
15 (A) The Secretary of the Department of Shared
16 Administrative Services, who shall serve as the chair of the working group;
17 (B) The Secretary of the Department of Finance and
18 Administration;
19 (C) The Secretary of the Department of Commerce;
20 (D) The Secretary of the Department of Human Services;
21 (E) The Secretary of the Department of Inspector General;
22 (F) The State Personnel Administrator;
23 (G) Two (2) members appointed by the Secretary of the
24 Department of Shared Administrative Services;
25 (H)(i) Two (2) members of the House of Representatives
26 appointed by the Speaker of the House of Representatives.
27 (ii) The members appointed under subdivision
28 (b)(1)(H)(i) of this section serve at the pleasure of the Speaker of the
29 House of Representatives; and
30 (I)(i) Two (2) members of the Senate appointed by the
31 President Pro Tempore of the Senate.
32 (ii) The members appointed under subdivision
33 (b)(1)(I)(i) of this section serve at the pleasure of the President Pro
34 Tempore of the Senate.
35 (2)(A) The members listed in subdivisions (b)(1)(A)�(G) of this
36 section serve at the pleasure of the Governor.

1 (B) The Governor may recommend the removal or replacement
2 of any member of the working group.
3 (3) The Governor shall call the first meeting of the working
4 group no later than September 1, 2025.
5 (4)(A) The working group shall meet quarterly.
6 (B) The working group may meet more often as necessary to
7 accomplish its goals under this section at the call of the chair.
8 (5)(A) Except as provided under subdivision (b)(5)(B) of this
9 section, if a vacancy occurs on the working group, the vacancy shall be
10 filled in the same manner as the original appointment.
11 (B) A vacancy in a position listed in subdivisions
12 (b)(1)(A)�(F) of this section shall be filled by appointment by the Governor.
13 (6) A majority of the voting members of the working group shall
14 constitute a quorum for transacting any business of the working group.
15 (7) A member of the General Assembly appointed as a member of
16 the working group under this section shall serve as a nonvoting advisory
17 member of the working group.
18 (8) A member of the working group shall serve without
19 compensation, reimbursement of expenses, or per diem for his or her duties on
20 the working group.
21 (9) The Department of Shared Administrative Services shall
22 provide staff for the working group.
23 (c)(1) The working group shall conduct a comprehensive review of state
24 government spending and regulation to identify inefficiencies, opportunities
25 for resource optimization, and unnecessary or burdensome regulations.
26 (2)(A)(i) The working group shall accept public submissions
27 regarding waste, fraud, and inefficiencies in government spending or
28 regulatory processes.
29 (ii) The Department of Shared Administrative
30 Services shall create a mechanism for the acceptance of public submissions
31 under subdivision (c)(2)(A)(i) of this section.
32 (B) The working group shall consider and include public
33 submissions received by the working group under this subsection in the final
34 report of the working group.
35 (d) The working group shall submit a final report of its findings and
36 recommendations to the Speaker of the House of Representatives and the

1 President Pro Tempore of the Senate no later than July 1, 2026.
2 (e)(1) Except as provided in subdivision (e)(2) of this section, the
3 working group is abolished on January 1, 2027.
4 (2) The Governor may extend the operations of the working group
5 so that the working group is abolished on January 1, 2029.
