9            AN ACT TO ALLOW SCHOOL DISTRICTS TO BILL FOR

10           HEALTHCARE SERVICES; TO REQUIRE THE ARKANSAS MEDICAID

11           PROGRAM TO REIMBURSE SCHOOL DISTRICTS FOR CERTAIN

12           HEALTHCARE SERVICES; AND FOR OTHER PURPOSES.

16                       TO ALLOW SCHOOL DISTRICTS TO BILL FOR

17                       HEALTHCARE SERVICES; AND TO REQUIRE THE

18                       ARKANSAS MEDICAID PROGRAM TO REIMBURSE

19                       SCHOOL DISTRICTS FOR CERTAIN HEALTHCARE

20                       SERVICES.

22 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

23

24  SECTION 1. Arkansas Code � 6-10-119, concerning Medicaid billing in

25 school districts, is amended to add an additional subsection to read as

26 follows:

27  (d)(1) A school district may bill the Arkansas Medicaid Program for

28 healthcare services provided to a student, including without limitation:

29                       (A) Vision screenings;

30                       (B) Hearing screenings; and

31                       (C) Direct nursing services provided by a licensed

32 healthcare professional to a student under the supervision of a registered

33 nurse employed by the school district and listed in the student's

34 individualized health care plan according to � 6-18-701, including without

35 limitation to the extent allowed by federal law:

36                                (i) Medication administration;

1                (ii) Blood sugar checks;

2                (iii) Carbohydrate counting;

3                (iv) Catheterization;

4                (v) Continuous glucose monitoring;

5                (vi) Insulin pump services;

6                (vii) Intramuscular injection;

7                (viii) Intravascular injection;

8                (ix) Subcutaneous injection;

9                (x) Peritoneal dialysis;

10               (xi) Postural drainage;

11               (xii) Tracheostomy care;

12               (xiii) Stoma care;

13               (xiv) Suctioning;

14               (xv) Tube feedings; and

15               (xvi) Wound care.

16  (2) The reimbursement from the program shall be used by the

17 school districts solely for school nurse services and salaries.

19  SECTION 3. Arkansas Code Title 20, Chapter 77, Subchapter 1, is

20 amended to add an additional section to read as follows:

21  20-77-154. School district reimbursement.

22  (a) The Arkansas Medicaid Program shall reimburse a school district

23 for any of the following healthcare services provided by a licensed

24 healthcare professional in a school setting to a student who is a

25 beneficiary:

26  (1) Vision screenings;

27  (2) Hearing screenings; and

28  (3) Direct nursing services provided by a licensed healthcare

29 professional to a student under the supervision of a registered nurse

30 employed by the school district and listed in the student's individualized

31 health care plan according to � 6-18-701, including without limitation to the

32 extent allowed by federal law:

33               (A) Medication administration;

34               (B) Blood sugar checks;

35               (C) Carbohydrate counting;

36               (D) Catheterization;

13  (b) The reimbursement under this section shall be provided to the

14 school districts solely for school nurse services and salaries as required

15 under � 6-10-119.
