9             AN ACT TO AMEND THE SPECIAL LICENSE PLATE ACT OF

10            2005; TO AUTHORIZE THE ISSUANCE AND RENEWAL OF A

11            SPECIAL LICENSE PLATE TO PROMOTE AND SUPPORT THE

12            MAKE-A-WISH FOUNDATION OF THE MID SOUTH; TO ADDRESS

13            THE INVENTORY OF THE MID-SOUTH COMMUNITY COLLEGE

14            EDUCATION SPECIAL LICENSE PLATE; AND FOR OTHER

15            PURPOSES.

20                        LICENSE PLATE FOR THE MAKE-A-WISH

21                        FOUNDATION OF THE MID SOUTH; AND TO

22                        ADDRESS THE INVENTORY OF THE MID-SOUTH

23                        COMMUNITY COLLEGE EDUCATION SPECIAL

24                        LICENSE PLATE.

26 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

28  SECTION 1. Arkansas Code Title 27, Chapter 24, Subchapter 14, is

29 amended to add an additional section to read as follows:

30  27-24-1433. Make-A-Wish Foundation of the Mid South.

31  (a) The Secretary of the Department of Finance and Administration

32 shall create and issue a Make-A-Wish Foundation of the Mid South special

33 license plate in the manner and subject to the conditions provided for under

34 this subchapter.

35  (b) The Make-A-Wish Foundation of the Mid South special license plate

36 shall be:

1             (1) Designed by the Department of Finance and Administration in

2 consultation with Make-A-Wish Foundation of the Mid South; and

3             (2) Numbered consecutively.

4   (c) The procedures concerning costs for issuance under � 27-24-

5 1404(c)(1)(A) shall apply.

6   (d) The department shall issue a special license plate under this

7 section to a motor vehicle owner upon payment of:

8             (1) The fee required by law for registration of the motor

9 vehicle;

10            (2)(A) Thirty dollars ($30.00) to cover the design-use

11 contribution.

12                (B) The design-use contribution shall be remitted monthly

13 to Make-A-Wish Foundation of the Mid South to be used exclusively to promote

14 and support Make-A-Wish Foundation of the Mid South; and

15            (3)(A) A handling and administrative fee of ten dollars

16 ($10.00).

17                (B) The handling and administrative fee of ten dollars

18 ($10.00) shall be:

19                         (i) Deposited into the State Central Services Fund

20 for the benefit of the Revenue Division of the Department of Finance and

21 Administration; and

22                         (ii) Credited to the division as supplemental and in

23 addition to all other funds that may be deposited for the benefit of the

24 division.

25                (C) The handling and administrative fee shall not be

26 considered or credited to the division as direct revenue.

27  (e)(1) A special license plate issued under this section may be

28 renewed annually or replaced under the procedures set out in � 27-24-1405.

29            (2) The division shall remit the fees collected under � 27-24-

30 1405(b)(2) for the renewal of a special license plate issued under this

31 section on a monthly basis to Make-A-Wish Foundation of the Mid South.

33  SECTION 2. DO NOT CODIFY. Mid-South Community College education

34 special license plate.

35  (a) The Department of Finance and Administration shall not print,

36 produce, or acquire additional Mid-South Community College education special

1 license plates.

2   (b) The Mid-South Community College education special license plate:

3   (1) Shall continue to be available for issuance and renewal

4 under � 27-24-1005 until the existing supply of Mid-South Community College

5 education special license plates is exhausted; and

6   (2) Is deemed to have been repealed for purposes of � 27-24-

7 111(b)(1)(A).
