9   AN ACT TO REQUIRE EACH PUBLIC SCHOOL DISTRICT AND

10  OPEN-ENROLLMENT PUBLIC CHARTER SCHOOL TO IMPLEMENT A

11  MOBILE PANIC ALERT SYSTEM; AND FOR OTHER PURPOSES.

20 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

22  SECTION 1. Arkansas Code Title 6, Chapter 15, Subchapter 13, is

23 amended to add an additional section to read as follows:

24  6-15-1306. Mobile panic alert system -- Required.

25  (a)(1) Beginning with the 2026-2027 school year, each public school

26 district board of directors and open-enrollment public charter school

27 governing authority shall implement a mobile panic alert system that is

28 capable of connecting diverse emergency services technologies to ensure real-

29 time coordination between multiple first responder agencies.

30  (2) The mobile panic alert system required by this section shall

31 integrate with local public safety answering point infrastructure to transmit

32 9-1-1 calls and mobile activations.

33  (b) A public school district board of directors or an open-enrollment

34 public charter school governing authority may implement additional strategies

35 or systems to ensure real-time coordination between multiple first responder

36 agencies in a school security emergency in addition to the mobile panic alert

1 system required by this section.

2   (c) Each public school district board of directors and open-enrollment

3 public charter school governing authority shall establish a schedule to test

4 the functionality and coverage capacity of all emergency communication

5 systems, including the mobile panic alert system required by this section, to

6 determine if adequate signal strength is available in all areas of the public

7 school district's or open-enrollment public school's campus.

8   (d) This section does not apply to a statewide open-enrollment public

9 charter school that operates primarily as a virtual school.

10  (e) The Department of Education may adopt rules to implement this

11 section.
