19 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF ARKANSAS:

21 SECTION 1. Arkansas Code � 23-79-2703(a), concerning coverage for an
22 ambulance service under the Arkansas Triage, Treat, and Transport to
23 Alternative Destination Act, is amended to read as follows:
24 (a) On and after January 1, 2024, a A healthcare insurer that offers,
25 issues, or renews a health benefit plan in this state shall provide coverage
26 for an ambulance service to:
27 (1) An ambulance service to:
28 (A) Treat an enrollee in place if the ambulance service is
29 coordinating the care of the enrollee through telemedicine with a physician
30 for a medical-based complaint or with a behavioral health specialist for a
31 behavioral-based complaint; or
32 (B)(2) Triage or triage and transport an enrollee to an
33 alternative destination if the ambulance service is coordinating the care of
34 the enrollee through telemedicine with a physician for a medical-based
35 complaint or with a behavioral health specialist for a behavioral-based
36 complaint; or

1 (2)(3) An Treat an enrollee in place if an encounter between an
2 ambulance service and enrollee that results in no transport of the enrollee
3 if when:
4 (A) The enrollee declines to be transported against
5 medical advice; and
6 (B) The ambulance service is coordinating the care of the
7 enrollee through telemedicine with a physician for a medical-based complaint
8 or with a behavioral health specialist for a behavioral-based complaint.
