This act amends Section 41-22-20, Code of Alabama 1975, to: (1) remove the presumption that state agency orders are just and reasonable when reviewed by courts; (2) remove the prohibition against a court substituting its judgment for an agency when determining questions of fact; (3) authorize courts to consider, but not defer to, an agency's interpretation of a statute or rule when reviewing agency action; and (4) require courts to interpret statutes and rules without any presumption as to corre
